If you already have liens on the property, you can’t transfer title without the liens going
to them with the property.

The liens are also against your credit.

If you’re willing to just give the property away, why don’t you contact the agency handling it and see if they will accept title to your property in exchange for settling the debt?

Better yet, why not either refinance – and take money out to pay the bill, or sell the property and use the cash to pay off the bill.

Why would you simply give the whole property away just to avoid paying a debt you owe?
