Searching through all of these publications and resources, I don't find anything about civilians in the battle zones. I don't know if Congress deliberately did not provide relief for civilians, or if it was an oversight. But I will pass on your issue where I can. And let me ask our readers. Since there are, among you, people who may be able to address this and take this up to a higher place - how can we fix this oversight? (I have sent an e-mail to President Bush asking for assistance.
